With reference to my secret telegram of 17th August

Political situation. Some difficulty is being experienced

in obtaining Ambassador's authentication and there is danger

of Colony's storage for munitions becoming over-crowded.

propose to release for export to Canton those consignments

for which genuine Nanking Huchio is produced and which were

originally intended for Shanghai or Tientsin. I do not

consider that this will now materially affect Shanghai

situation. I should be glad to receive your approval of this

proposal.
